PEPPOL - short and sweet
WHAT IS PEPPOL?
The “PEPPOL” project was launched in 2008 with 17 partners from across the EU and evolved from “Pan-European Public Procurement Online” into an open network for public authorities (B2G) and businesses (B2B). In addition to e-invoicing, PEPPOL supports numerous digital procurement and logistics processes, such as purchase orders, catalogues, delivery notes and status updates.
PEPPOL thus covers the entire procurement process and goes far beyond electronic invoicing. It is based on the EU standard EN 16931, the German implementation of which is the e-invoice.
PEPPOL ACCESS POINT AND NETWORK
Each participating country establishes its own PEPPOL Authority, which acts as the national point of contact for PEPPOL Access Points and regulates country-specific requirements. Access to the network is provided via PEPPOL Access Points, which are made available by certified service providers and enable secure data exchange.
Communication within the PEPPOL network is based on the so-called 4-corner model. In this model, senders and recipients do not exchange documents directly, but via their respective access points. The sender sends a document via their access point to the eDelivery network using the recipient’s PEPPOL ID. The document is automatically forwarded to the recipient’s correct access point, so the sender does not need to know the recipient’s connection details. The recipient can then retrieve the document via their access point.
PEPPOL ID
The PEPPOL ID is a globally unique identifier for all participants in the network. Organisations obtain it by registering with a provider of their choice. The ID is based on an integrated system compliant with the ISO 15459 standard. It consists of an Issuing Agency Code (IAC) and an identifier assigned by that agency. This allows existing identification systems such as the GLN or VAT number to be used as a Peppol ID.
PEPPOL AND E-INVOICE
In Europe, electronic invoicing is no longer an option but a requirement:
E-Rechnung is the mandatory electronic invoicing format for public administration in Germany
It is based on the EU standard EN 16931
The preferred transmission channel is the PEPPOL network
In short: e-invoicing is the format and PEPPOL is the transmission channel
- Belgium introduced a general e-invoicing requirement from 1 January 2026
- Other EU countries are following suit with their own national variations

PEPPOL - MANDATORY?
PEPPOL is not mandatory, but it is the recommended and widely used method for transmitting e-invoices.
Structured electronic invoicing is mandatory for invoices sent to public sector clients in Germany.
